This is a rare LEGO promotional piece i picked up about 20 years ago. This was made for a company in Europe. It did have a sticker with their info but my kids removed it years ago. I have seen only 2 others in my years of collecting. Originally came with 4 magnets. I had three but one has been lost in the Tupperware’s of legos You will not find this piece again. The bottom or top metal is loose. It is a wraparound. I have contacted lego about the item but was before they kept promotional items listed. From late 70s to 80s.
